2025 Street Reconstruction Projects

Street Reconstruct Projects are scheduled every-other-year with the next being 2025. Due to the age and condition of the pavement and underground public utilities, the Village of Allouez is proposing to reconstruct the following streets:

  • Park Dr. – St. Francis Dr. to Arrowhead Dr.

  • St. Francis Dr. – Langlade Rd. to S. Webster Ave.

  • Crescent Dr. – St. Francis Dr. to Arrowhead Dr.

  • Greene Ave.- Libal St. to East River Dr.

  • Regina St. – Simonet St. to Greene Ave.

Project Scope
In general, the street reconstruction work includes:

  • Topographic survey of street and underground utilities.

  • Underground work will include the removal and replacement of the watermain.

  • Sanitary sewer and storm sewer will be televised by the Village to determine existing pipe. conditions and the scope of the sewer improvements.

  • Installation of new storm laterals and replacement of the existing water and sanitary sewer laterals from the main to the property line.

  • Voluntary replacement of private side sanitary sewer laterals.

  • Placement of new concrete curb & gutter and driveway aprons to the property line.

  • Removal of and placement of new asphalt pavement.

  • Evaluation and in some cases construction of new sidewalk.

Public Informational Meeting
A public informational meeting was held on Thursday, February 27, 2025, at the Village Hall. The meeting followed an informal, open-house format allowing residents time to review plans and discuss questions and/or concerns with project representatives.

Special Assessments
In accordance with the Village Code, the cost to install a new lateral is assessable to the benefited property owner. As a part of the project, any property that currently does not have a storm sewer lateral will be provided one to the property line. The replacement of existing laterals from the main to the street right-of-way (property line) is not assessed by the Village. There are no other assessable street improvements associated with the project.

Schedule
Weather dependent, construction is anticipated to begin as soon as May and be completed no later than the middle to end of October.

2025 Street Resurfacing Project

On an annual basis, as part of our road maintenance program, the Village resurfaces several streets. The maintenance is necessary to preserve and prolong the life of existing asphalt pavements. With favorable contractor pricing, the Village is proposing to resurface the following streets in 2025: In the event the bid pricing is less than estimated, an alternate street project is being bid.

  • E. Ledgeview St. – S. Webster Ave. to S. Clay St.

  • Gwynn St. – S. Clay St. to Libal St.

  • Normandy Ln. – Hoffman Rd. to the Cul-De-Sac

  • East River Dr. – Hoffman Rd. to Broadview Dr.

  • Braebourne Ct. – Du Charme Ln. to the Cul-De-Sac

An alternate street segment will be bid in the event the Village receives favorable bid prices.

  • Bid Alternate No. 1 – W. Mission St. – West of Du Charme Ln. (200 feet)

In general, the street resurfacing project includes:

  • Removing and milling asphaltic surfaces.

  • Shaping and compacting existing aggregate base.

  • Spot repair of defective public utilities.

  • Spot repair of defective concrete curb and gutter and sidewalk.

  • Asphalt Paving.

  • Landscape Restoration.

Special Assessments
The maintenance work is not special assessed to abutting property owners.

Schedule
Weather permitting, work is anticipated to begin in May or June of 2025.  And in general, once work begins on a street, the contractor has 30 days to complete all work on that street.

2025 Sanitary Sewer Lining Projects

To address failing sewer pipes and reduce clearwater intrusion into the Village’s collection system, staff is proposing the Cured-In-Place Pipe (CIPP) lining of the following sanitary sewers:

  • St. Francis Dr. – Langlade Rd. to S. Webster Ave.

  • Crescent Dr. – St. Francis Dr. towards Arrowhead Dr.

  • Greene Ave. Sanitary Sewer Easement – Behind Libal St. Mall

  • Regina St. – Simonet St. towards Greene Ave.

  • E. Ledgeview St. – S. Webster Ave. to S. Clay St.

  • Gwynn St. – S. Clay St. to Delahaut St.

  • Longview Ave. – Ulmcrest Ct. to East River Dr.

  • Riverside Dr. – Spot Repair near Stambaugh Rd.

Schedule
Weather dependent, the lining work is anticipated to begin as soon as March and be completed no later than the middle to end of July.

Frequently Asked Questions

Reconstruction Project- In general, the scope of a street reconstruction project includes the replacement and/or spot repair of the trunk-line public utilities (sanitary sewer, watermain, and storm sewer), renewal of the public laterals within the street right-of-way and replacement of existing driveway aprons, curb and gutter, and asphalt pavement.

Resurfacing Project- In general, the scope of a resurfacing project includes the removal of the existing asphalt surface, placement of new asphalt pavement, and spot repair of defective curb and gutter.

Reconstruction Project- Weather dependent, construction typically begins in May and work is completed in October.

Resurfacing Project- Weather dependent, construction typically begins in May and once the work begins on a particular street the contractor has approximately 30 days to complete the project.

During construction, the street will be closed to through traffic. The contractor, for the duration of the project, will be responsible to maintain an open lane for emergency vehicles and local access to residential driveways.

The contractor will do their best to conduct operations in such a manner that causes the least interference and inconvenience to residents.

Driveways and street access will be accessible for residents, businesses, commercial properties, emergency vehicles, mail delivery, and garbage/recycling pickup.  Property owners will be contacted no less than 24-hours before any existing driveway is removed.

Vehicles must be kept off newly poured concrete for a minimum of 7 days to allow for proper curing.  Advance notice will be given before concrete work begins so that vehicles may be removed from driveways and garages.  For properties with multiple driveways, the work will be phased to always keep one driveway open.

Reconstruction Project- The contractor will remove all mailboxes that are currently placed at the road.  The removed mailboxes will be safely stored until the end of the project and then reinstalled at their existing locations as directed by the engineer and approved by the postmaster.  The United States Postal Service will determine the location of the temporary mailboxes and notify you when they go into service.  Typically, temporary mailbox banks are placed at a nearby sideroad.

Resurfacing Project- The proposed work is typically completed without the need to remove existing mailboxes.

During construction, the street will be closed to through traffic.  The Village will work to phase construction to minimize the inconvenience to residents, businesses, and commercial properties.

At all times the contractor will be responsible to maintain an open lane for emergency vehicle and local access to residential driveways. Residents are encouraged to continue patronizing these businesses during construction.

Garbage, recycling, brush, and bulk collection will be maintained for the duration of the construction operations.  The contractor will assist the Village with all collections during the project.

To assist the Village with the collection of garbage and recyclables, please place carts to the street by 6:00 a.m. on the regular collection days.

New sidewalk will be constructed on Greene Avenue along the southside of the street from Libal St. to East River Dr.

The estimated construction cost without engineering is as follows:

  • Reconstruction Project – $4.5 Million
  • Resurfacing Project – $700,000

Resurfacing Project- The work will not be assessed to property owners, as it is part of our annual road maintenance program.

Yes, upon completion of the utility and street work, the contractor will place topsoil and grass seed in all disturbed lawn areas in need of repair.  If rainfall is not sufficient the contractor will water the restored areas for 21 days.  After 21 days, further watering is to be done by the homeowner as desired.

Businesses are an important part of the Village’s vitality, and we are working to minimize impacts to business. Throughout construction, access to local business will be maintained.
